Auto Renewal Not Done _ if discrepancy

1.Auto renewal of Explosive Licence is not done if any inspection is carried out and a discrepancy letter/show cause is pending.
2. If inspection letter issued, rectify the the violations immediately and submit your compliance to the office to avoid further complications.
3. Sometimes, some consultants suggest to submit at the time of renewal. It may be cleared or not cleared. But the history of your negligence would be recorded, which would be detrimental in case of any accident happens on your site. It indicates that you are not focused on safety.
4. Do not listen to anyone, rectify the violations as suggested by the officer. Safety rules are for your safety, not for the purpose of the officer. So, follow them immediately for your benefit, and clear the inspection discrepancies with compliance report.

NOC for explosive premise

1. No Objection Certificate for explosive premise is given by District Administration/ District Authority.
2. District Authority is District Collector/Dy. Commissioner/District Collector and Magistrate, in case  of districts. It is Commissioner of Police, in case if it is with in a City/Shahar/Pattanam.
3. It is local government authority (Panchayat/Municipal Commissioner/Corporation Commissioner etc.) in case  of an LPG godown.
4. NOC concept is to identify the land as proposed, identifying local features with respect to the surroundings (under the state government control) to the proposed site of explosive licence (Central/Union government control).
5. Once the NOC for the area/site is given, all construction and safety features are as per Explosives/Petroleum/Environment Protection acts as prescribed by the Union Government to be followed.
6. Better the NOC mentions the exact land identity and its area measured in the certificate to avoid conflicts/discrepancies in future.
7. Ideally speaking, design drawing need not to be approved by the NOC authority. But the lay out drawing may be approved as identification of the site and facilities.

LPG GODOWN CONSTRUCTION_explosive premise

1. Floor area required is 11 m2 per 1000 kg LPG storage.
2. Floor should be mastic flooring of minimum 25 mm thick as per IS 1195/IS 1196.
3. Ventilation should be 1.1 m2 per 1000 kg storage.
4. 50% ventilation should be given at floor level ( zero ground level to floor).
5. Ventilators should be fixed with "DOUBLE LAYERED WIRE MESH" of 11 openings per linear centimeter), made up of non corrodable metal (coppor, aluminium, stainless steel etc.)
6. Godown wall and compound wall should be minimum 23 cm thick.
7. Godown wall should be constructed with sand bricks only.
8. Safety distances as prescribed in GCR 2016.
9. Compound wall height should be 2 m.
10. Roof of godown must be non flammable and non metallic, the best is Asbestos sheet.
11. Loading and unloading area should in such a way that the cylinders carrying truck should be able to escape in case of emergency.
12. Loading and unloading area should be protected with 2m height compound wall and fixed with a 5 m width gate.
13. No electrical wiring should be given in the safety zone of the godown.
14. No high tension electrical lines should be passing over the site.
15. No public gathering places such as school, temple, meeting place, market etc with in 100 m radius from the middle of the godown.
16. 2 fire extinguisher cylinders of 10 kg DCP and 3 dry sand buckets (with canopy) and 3 water buckets are enough to fight in emergency fire. No water tanks, nor Fire Water lines required. Fire extinguishers  are required only to extinguish explosion precursor fires only.
17. No flammable materials shall be stored/kept inside the safety zone.
18. Godwon gate and compound gate should be of 1.2 m width with double leaf doors (two doors) opening outside only (means shall not be able to open inside at all).
19. Ramp with mastic flooring from the godown gate to the safety zone shall be given.
20. Mobile phone, match box, other flammable material shall not be allowed into godown. Safety sign boards should be displayed.
21. Emergency phone numbers should be displayed outside the compound wall of the godown ( that public or other can also help by calling in case of emergency ).
22. Cylinders should be stacked as shown in PESO/CCE approved drawing. Two cylinders rows with 2 feet gap, to access each cylinder in case of emergency to evacuate the cylinder.
23. Data display about the Capacity, Stock data, Full and Empty cylinders etc should be displayed visibly.
24. No trees/greenery shall be planted in the godown area. Area should be flat or leveled. 

RENEWAL & AUTO RENEWAL_EXPLOSIVE LICENCE

You can apply for renewal 6 months before its expiry. But the renewal will be given from the date of expiry to the next date. It will give good time to process if any queries are there from explosives office.

For almost all licences auto renewal can be done. You have to register on www.peso.gov.in and then register yourself for auto renewal.


Applying online is better because if date of application is before the date of expiry, licence will be active till renewal is rejected. Generally renewal can not be rejected unless serious violations are committed.

FORM F RENEWAL LPG godown

1. Paperless Renewal can be done. Register yourself for auto renewal. Pay fees online and get auto renewal. visit https://www.peso.gov.in. 

2. If you approach office, take these documents:

a. Form C - filled and signed

b. Declaration of legal physical posession of land in peso format.

c. Fees paid through Bharat Kosh (guidelines given on  https://www.peso.gov.in  how to pay it)

d. Covering letter requesting renewal and attachments. 

RENEWAL can not processed if discrepancy letter was issued. Then discrepancy letter shall be cleared by the inspected officer. 

Auto Renewal is not possible if inspection was done and discrepancy letter/ show cause/other letter issued. In such case, compliance should be cleared first by the inspecting officer.
